Not all felons in Oklahoma should be prohibited from owning handguns and rifles, according to Representative Todd Russ of Cordell.

He's running a bill to restore gun ownership rights to some ex-felons convicted of non-violent crimes, once they've served their respective sentences and probationary periods.

"They can't pass grandpa's guns down to the children or even have them in the home, because of something they did when they were nineteen or twenty years old that they can't reconcile," Russ told KTOK.

Russ answered several questions during Wednesday's House Public Safety Committee. His bill was laid-over and is being tweaked.
